Floating Speedrun Timer

• Fixed issue where milliseconds were offscreen when editing times. The time edit box is now horizontally scrollable.
• Tapping on the timer will be ignored if the previous tap was less than half a second ago. Accidentally double-clicking on the timer and splitting twice is no longer a problem.
• Dialog messages have been completely reworked to better fit Material Design guidelines.
• Other fixes/optimizations.
